National City has started enforcing its Tobacco Retail License law, which was passed in late 2025.
Now, all stores must have a license to sell tobacco and vape products. The application system is open, and enforcement is officially underway.
Local groups, including the National City Coalition for Better Health and SAY San Diego, helped raise concerns about youth access and the number of tobacco retailers near schools.
The law limits the number of tobacco retailers in the city to 54 and includes checks to help prevent sales to people under 21.
